Notification of intention to operate a rig or vessel

Before a person conducting a business or undertaking (PCBU) can commence using a rig or vessel for drilling or other petroleum-related work, they must notify the Department of Energy, Mines, Industry Regulation and Safety (DEMIRS) of their intention to do so.

The PCBU must be a registered officer as defined in section 3 of the Petroleum and Geothermal Energy Safety Levies Act 2011 (the Act) which also determines the safety levy applicable for the operation required.  The safety levy helps to fund safety regulations to keep operations secure for workers and the environment.

How to submit a notification

To operate a rig or vessel or advise of changes to previously reported operations, you can submit your notification online.  If you are carrying out work at multiple locations, a separate form for each location must be submitted.

Dates

The specific dates a rig or vessel will be used for petroleum operations must be entered on your online form in accordance with section 3D (2) and (3) of the Act.  For reporting purposes, this must be conducted as part of your commitment to the in-force (active) safety case.

A safety case is a legally required document outlining the safety measures for a petroleum or geothermal energy operation which must be approved and in force before any work can begin.

Start time

The start time for the operation should be recorded as the time of mobilisation for the petroleum operation and the end time as when completed.

If you are moving sites for the purpose of another petroleum operation, this must be recorded separately as another activity.

Fees

No fees are payable at the time of submission, however the details you provide will assist the Department in calculating the Safety Case Levy applicable to your requested operation.

After submitting your notification, you will receive a reference number and a copy of your form will be emailed to your nominated contact.
