Being an employer, failed to ensure that areas of approach to and immediately outside of an emergency exit were kept free from obstruction.

Background Details:
The WorkSafe WA Inspector had initially identified that emergency exists were obstructed and issued an improvement notice. Subsequently Rand Transport notified the department that the notice had been complied with. On 19 August 1996 another Inspector on an unrelated inspection observed that the emergency exits were obstructed and issued an improvement notice. Again Rand Transport notified the department that the notice had been complied with. The Inspector had cause to visit the premises again and identified that the emergency exits were still obstructed.
